Should this be reason for concern or is a precaution?
Precaution mostly, the thing is, there is really not

of difference between a 70mph tropical storm and a 75mph hurricane. They will do about the same damage, knock power out, blow trees down ect.
The real concern is the fact the the Gulf Loop Current(the thing that made Katrina and Rita what they were), has bit us again. This was a very poorly orginized tropical storm late last night, to the point where most people were wondering why it even was a depression, me included, but just a few hours over the current has really helped it

Could it strengthen more, it's possible, but it will not strengthen a great deal, the sheer is really keeping that in check, but if that sheer wasn't there, lookout. We have really got to keep and eye on this current, because another Katrina or Camille is likely to be just a while away.
