Yes the world has changed. We're even further from capturing U/Osama than ever. Pissing away resources in Iraq has made that a racing certainty - which incidentally means we destabilised one of the few secular regimes in the region. The US has made every attempt to cripple the UN. Both the US and the UK have moved towards police states...
And it all comes back to the consequences as I stated in the the first paragraph of this post. It was not the act itself, but the exploitation of the public perception of the act that has led us here.

Agreed. It may not be significant to the rest of the world, but to Americans, this being the third attack on their soil in history (1812, Pearl Harbor included), and it being on such a huge scale makes it significant. Plus, like LGM said, this wasn't just 'one terrorist attack'; that's just like saying Archduke Ferdinand was just 'one guy who got shot.' This event has shaped the world, for better or for worse.
