Neo Paint.
http://www.neosoftware.com/If you want something powerful and FREE, check out Paint.NET
http://www.getpaint.net/index.html Power like Photoshop, far less horrible user interface than The GIMP*.

The only shortcoming is it doesn't seem to be able to open more than one image in the same instance of the program, so to do stuff like selecting bits of one image to paste into another, you'd need two instances of Paint.NET running.
*Which I haven't tried in a while since I looked at a Win32 port of this Linux program. EVERYTHING was on ONE multi branched and very disorganized menu. It had Menu as the only option in the menubar, or the same menu could be opened anywhere by a rightclick. Features that logically should've been in the same sub (sub sub sub...) menu were widly seperated due to contributors putting their stuff wherever they @#%^ well pleased. How anyone ever got anything done with The GIMP...
That's The GNU Image Manipulation Program, in case you want to know, or fully... The Gnu's Not Unix Image Manipulation Program.
