I dunno... Schwartzenegger as politician is essentially a populist, and populists usually say things that get them the most votes.
I think it's a continuously rising trend to criticize Bush and his government, so perhaps Governator just jumped into that train. Of course it could be genuine, but I have very little trust on most politicians on this kind of matters.

Not to say that "voluntary emission cuts" didn't suck. They should be mandatory for them to have any real effect in anything. What do they think, that a business company cuts down emissions voluntarily, which obviously always results at least in temporary reduce of income or increased expenditure (results being the same in both cases).
There's not much companies around that would do the right thing voluntarily, if it doesn't profit them. Most of them walk on the verge of legality as far as minimum wages and stuff like that are concerned - including emission regulations.
