Thats true, but I think they found it rather hard to either find a 3 foot wide midget nr create a suit for a midget. Cause he'd probably be rolling around instead of walking.

excuse me but no: hobbits are about the size of a dwarf, and sensibly thiner, nothing like a "ball". They're described as agile and sneaky, very stealth creatures. The actors works well for the job, excepted they're too tall.

Legolas's character wasn't really developed too thououghly though.  Maybe they're saving that for The Two Towers.

well, he wasn't either in the book, he erally becames interesting when the duo gimli/legolas is formed

It's really a new reference  
As a Tolkien fanatic tho, I'm just a bit disapointed that they cut so many parts ( well, knowing the book by heart wasn't  great in that particular case).
but I suppose that for a 2H30 movie, they put as much as they could (I wouldn't have mind an additional 30 minutes, tho).
For me, Star Wars is definitively eclipsed.

Your understanding is right, but the character is fine. The characters were shrunk with SES' Houdini and Shake (by Nothing Real) and rotoscoped back onto the film to give the impression that they were, indeed, about 3 feet tall.
