I saw that there is a Tcp.cfg in the data folder. I know it is empty, but can I do anything spiffy with it?  Or does it have no real purpose?

I'm 99.9% sure it has to do with Internet connections. Probably refers to TCP/IP, the communication protocol. And no, you can't do anything spiffy with it.
