Let me think.....
Sol offers the Vasudans part of Mars, or a terraformed moon... somewhere in the 'badlands'. Pretty soon the Vasudans are being badly mistreated by the locals. They set up a political party to campaign for reforms to protect them.
A few years later, war breaks out between Earth and some of the 'devolved' planets. Earth attempts to force the Vasudans to fight for them. the Vasudans refuse, and Earth kills a large number in a retaliatory attack - claiming they are rebels.
This gains the Vasudans immense support, and they start to fight against Earth and Luna forces. Although the rebel force is badly defeated, they manage to hold onto the outer systems by using the asteroid field as a natural barrier. An uneasy peace ensues.
When the GTVA taskforce - all Terran - arrives and starts negotiating with Earth, the Vasudans & rebels see this as a plot against them. Rumours are spread that the GTVA taskforce is actually form the GTA, having massacred the Vasudans after the Lucifer was destroyed.... the rebel front begins to launch attacks aimed at capturing the advanced GTVA ships, and capturing all of Sol - to close it off again.
Just and idea, basically uses the idea that wars can be started by mistakes.... also has a good moral dilemma, as the Vasudan / Terran rebels are really the 'good guys', and the Earth faction is attempting to use the GTVA to destroy the rebels and hide their war crimes.
Or, simply have a scenario where the Terra-Vasudan rebels believe that the GTVA will bring the Shivans back (or even has already been conquered and taken over for an ambush), and aim to stop them.
