Well, not necessarily as JMS says on several occasions he wanted a definte "aftermath of the shadow war" though you're correct regarding the doubt regarding getting S5.

The EA Civil war was meant to be most of that aftermath. JMS quite clearly stated that his original plan was to end the 4th series with Intersections in Real Time.

That goes without saying. It did pick up a fair bit again by the last episodes though. While never as good as the end of Season 4 it was definitely worth watching.

The funny thing is that season 4 was excellent because there were no filler episodes, since he had to finish the story (since season 5 seemed to not be happening at the time). If JMS knew for sure that he would have a 5th season, season 4 might have ended up with boring filler episodes to drag out the shadow war as long as possible.
