Note that -jpgtga will cease to work after 3.6.9 so when you install 3.6.10 and you suddenly start getting warnings about it being unrecognised, that's why.

First of all...

Are you using FRED2 Open?

-mod <name of the mod folder> is everything you need to run FRED with stuff taken from the mod you select.

Yes I am using FRED open 3.6.9

Like I said, I already knew the target box thing.
When I do it, I get an XP message box saying the path is invalid.

EDIT: I figured it out.  I had accidentally deleted a quot around the path string.

You didn't erase the actual program path did you? You should have something like this :-

Target : F:\Games\Freespace2\fred2_open_3_6_9.exe -jpgtga -glow -env -spec -mod whatever
Start In : F:\Games\Freespace2\

EDIT : Nevermind :)

Actually, wouldn't it be:

Target : "F:\Games\Freespace2\fred2_open_3_6_9.exe" -jpgtga -glow -env -spec -mod whatever
Start In : "F:\Games\Freespace2\"

You only need the quotes if there is a space in your path.

Quote
This guide was last updated when FRED2_Open 3.6.5 was current. There may be some differences if you are using a more recent build

i think it's time for an update

Which is why I make it a rule to always have quotes in my paths!  XD
