You can't sue someone for being a public nuisance per se, but you certainly can for any damages resultant from his actions...
So first, petition the National Bar Association (if it hasn't been done already) to have him disbarred due to his frivolous and potentially fraudulent lawsuits, as well as wasting court time and money on those suits. If not disbarred, a court could at least be petitioned to order that his law license may not be renewed.
After the legal matter is taken care of, get a class action suit together for reimbursement of money paid for bandwidth from stories and discussions about his assclownery (technical term). Any sites that have run a story, linked to a story or hosted discussions about his antics would be able to take part in the suit. Of course, each site will get every bit of 13 cents.
