It's possible to beat it just by railing on it for a long time. Otherwise, there's a number of "Flowers" around the area in the form of Nav Buoys. touching them gives you whatever flower power it was. If you grab the TAG flower, tagging the Mortality will get it utterly screwed by the Collie. BIG TIME.

Hint for the next boss after it: Think of flowers again.
