Not true, if someone res's a year old thread to say, hur hur, I concur, and nothing else, it's perfectly appropriate.  But you should also explain to that person that it's bad etiquette to resurrect a year old thread.  The beam is decoration for the comment, not the comment itself.  That's what n00bs keep forgetting.

If someone bumps a sticky thread, it's not a necro.  If someone bumps an old thread with a post that is solidly on topic and applicable to the old thread it's not a necro.  If someone bumps an old thread and provides an answer to a question that the original poster expected and still expects to be answered, it's not a necro.

A "necro", by definition, is only applicable to a thread that is so old that it's effectively dead.  As a rule of thumb, assume that a necro does not occur unless the last post in the bumped thread is more than a year old.
