I use FRED in order to create my campain. so i created a mission where you have to scan stuff (shivan cruisers, corvettes and 2 destroyers)
but scan takes to much time.
how to make a scan needs exactly 2 seconds??

(i use fred_open_3_6_9 because some SEXP from 3_6_10 wont work in freespace 3_6_9)

You can't without editing tables. 

You can; however, enable subsystem scanning which is faster.   Instead of having the player scan the whole ship have then scan say the weapons subsystem.  It can be a bit tricky so you might want to look at some other missions with subsystem scanning.
