Can I have a turret where the arm can move in X and Y instead of the base moving in X and the arm move in Y?

Make the turret base so small it cant be seen and make the turret arm big enough? Or make the turret base symmetrical so that you cant see if it rotates.
Do not meddle in the affairs of coders for they are soggy and hard to light

i suppose making the turret base super tiny would work. essentially what i want to do is just have a barrel protruding from the surface and i want it to beable to point at the target

A "ball" type turret also helps make it look more natural, unless you're making it look like a recessed "slot" type.
