The targetting laser would have been a lot of fun to play around with. Just sit by your destroyer with your primaries at targeting laser and do your best to paint a shivan while the destroyer turrets of all kinds except capsip beams go for it with great accuracy.
Every pilot's goal is to rise up in the ranks and go beyond their purpose to a place of command on a very big ship. Like the colossus; to baseball bat everyone.

Does it actually have any effect in-game? (Besides making a sound like an aaaf?)

I don't think it has any function. But, if it did. It'd be great to have a targeting laser standard on all gtva fighters to be able to sit near a destroyer for cover and just paint targets for the cap ship.

I believe the Targeting Laser was supposed to be used to paint targets for subspace missile strikes.
