According to the Wiki, no, it doesn't do much. Also, it seems as though none of the Retail ships were allowed to carry it. If I interpret the article correctly, the TAG-C was part of that whole subspace missile barrage concept, but was kept in the VPs anyway. The only advantage this one has over the TAG-B is a greater Range, as far as I can see...

Never actually used in the game, and incompatible with all GTVA fightercraft unless table alterations are made...

The B does indeed appear rather quickly, but I don't remember a C.

Looks like you're never actually granted permission to use it. The only missions in which you can select it are the 3 Gauntlets and IIRC they don't have a friendly capship able to use them.
