I made it in 3ds Max. The beam is a cylinder with a mental ray glow material on it. A similar material is applied to the particles that get in the cannon.

Indeed! Looks more like a lightsaber, though--beams are more diffused.

You need to apply some transparency to that.

Unfortunately I don't use the mental glow features in MAX so I can't offer any specific tips there.  I use the video post tools myself, so I get results like this:
