Warhammer 40000, as the name says, happens in the 41th century... after what they call the technological middle-age ( lame translation from french, no idea how it's really called in english), full of great inventions, leading humanity to the pinacle of technology. After that, many things happened, and all that knowledge is now lost. You have to understand that the Imperium barely makes up anything, they do searches throughout the whole galaxy to try to find back blueprints from ancient times. This task is done by zealous religious fanatics, and the whole technological stuff is much more a religious concern than a engineerwhatever one. To make it clear, what they built is a patchwork of ancient techs put together by fanatics who worship their emperor to such highs they will turn everything into incons to his glory, from capships to lasers. You want high tech stuff in the 40K universe? Try the Tau ( oh, the fact that there's a faction called Tau in my campaign is a pure and unfortunate coincidence, OTT was began before the tau were anounced
