I think Napoleon was born "Napoleono Buonoparte" or something like that, and Corsica happened to be Italian before France got it soon after Napoleon was born.
So yeah, Napoleon was Italian (although that's not much better), and France was the only nation at the time that used total civilian mobilization and a mass-draft army similar to how the later European armies would work, so they were a bit ahead of the curve, but they did lose in the end.
And they did end up losing twice, even with Britain occupied with their uppity former colonies.
