The second youngest High AI, Herald was designed and built by the Phoenixes to help bring the masses under control. Using the ancient texts, Herald was designed with a body that looks Human, but isn't quite Human. Her duty is to the High Priest and the Order, and little else, sometimes making her seem more like a Common AI than a High AI. However, she can, and has, formed her own opinions on more than one occasion, and has argued for them vigorously, even with the High Priest him/herself. After her construction 250 million years ago, she also became one of the few voices of reason at the negotiating table, managing to bring some of the nastiest wars to an end long before they threatened the Order with destruction.
