I've been wondering for a while now that why some badges are broken. Who's been messing with SMF templates? There are more than three but three examples should be plenty.

Yeah, all of those badges are working just fine for me.  Might be on your end.

FUBAR's MULTI badge is working when viewing this topic and it's url is
http://hard-light.net/forums/Themes/HLP_11/images/logo-multi.gif

Now, in Site Feedback Game Warden topic, FUBAR's MULTI badge has url of
http://www.hard-light.net/forums/Themes/HLP_oldRC2/images/logo-multi.gif
Which obviously doesn't work.

I can also replicate the problem on two browsers, IE and Chrome. And IE shouldn't have any caching issues because I never use it to view external websites, least HLP. Force-refreshing doesn't make a difference either.

I see no MULTI badge at all in Site Feedback.  Very strange.

Could it be that those badges were never given/aren't supposed to have access there and for some reason don't work because of it?

I suspect someone has gone and changed Site Feedback board to use another template than forum default, which in this case is HLP_11. Site Feedback is probably using template called HLP_oldRC2.

And that is why those badges aren't working in Site Feedback.
