It's not supposed to rest flat, the toes are used as schock-absorbers, so are the rails on the bottom part of the leg, the pivot can run all along it ( you might notice the one that stands in front is down on this rails, the one in the background is not, for the leg that doesn't touch the ground) See, I thought about my stuff

I forgot to "bend" the axis between the thigh and the hips tho, it's a separate piece, serves as shockabsorber too, plus allows larger movements for turns or "climbing".
