Permissions problem with highlights

Apparently, permissions have gotten themselves messed up again. Both normal forum moderators as well as project leads (thanks chief1983 for checking that for me) are no longer able to post highlights. Haven't been able to catch any global mods on IRC to check with, but I'm sure one'll see this soon enough and pipe in.

They haven't been "messed up again"; this is just the first time someone has tried to post a thread since they were changed last time.

I think this is because I selected "Deny" instead of "Disallow".  Try it now.
