I've got COOL EDIT 2000, how do you make voices sound from a radio?
I just got myself Cool Edit 2000, now... how do you make a voice sound like it's coming through the radio? like the FS voices. I'd appreciate any help ;)

I've got COOL EDIT 2000, how do you make voices sound from a radio?
Couldn't tell you since I've never used the program.

But typically in most decent sound editing programs there are some types of effects filters that should allow you to distort the sound sample with something like ground static/while noise.

Unless you are the type of person to follow the 6000 page instruction manual then usually it's just a case of having a play around with the program and learning through trial and error.
