are there any programs that tinker with voice files?
just like the title says. im making wav files with voices. and i was wondering if theres a program that can mess with the depth of the voice to make it sound different like lighter or heavier? so if i make a voice for the game is their a program that can make the voice sound completly different? thanks.

No. You can edit a sound slightly to make it deeper or softer and so on, but you can't make it sound "completely different" (as in, like a different person or a different type of voice) without making it also sound very artificial.

Well, there's audio editing software like Audacity which can do some of those effects.

Oh, and I would recommend to save some space and use .ogg instead of wav.

There is such a program called MorphVox, but going from first hand experience it's not nearly as great as it's cracked up
to be and will certainly sound artificial. I was needing a female voice for one of our characters, so for lack of actual females
I tried MV. I ended up practicing for about an hour and going horse, but I pulled off a mildly female voice that worked better
than MV.

So there you go... while it does exist... it doesn't work IMO.

Just a minor query on the subject. How with Audacity do you create radio noise on voices? I never figured it out  :p.
I have created a masterpiece.

I would guess that adding another channel of subdued white noise would do the trick, played behind the main recording.

There was this great word document I found on hard light a long time ago that told you exactly what to do...

Ah, found it, attached.  Author is "Black Sheep"

Edit:  So basically, in Audacity, just do a high/low pass cutting off frequencies below ~300 Hz, and above ~6000 Hz.  Also downconvert to 11 Khz/8 bit.

A 905 kB .zip containing a word document? I have difficulty believing that.
EDIT: I suppose it's possible that it contains a great deal of images... but still.

I looked inside.  It's not actually as helpful as I remember, cause it's for another program.  And the guy embedded a bunch of wav and pictures.  But you can get the basic idea.

I found this a very useful resource on voice effects in Audacity - quite a few of the functions are covered, and no advance knowledge is required.
