i never made admiral through all the reinstalls i ended up doing back when i played religiously (playing on very easy didn't help either).  was this the actual line out of the game, or was it thrown in with the outtakes somewhere?

All the admiral "debriefs" say exactly the same thing but with different voices, and yes, it really does say "now go read a book"... I forgot whether the Vasudan ones say it as well...I think they did... XD

i'm guessing you have to get the lucifer kill all 8 times.  among other things.

I thought you could: disable the engines and then just hammer on it forever with lasers until it dies. Never tried it myself.
