As a charicature the eyes need more work, however its a good start (better than the first one I did!!)
The best way I found to do heads was draw them first.
Do a front view and a side view (make sure these match up), then map them onto a plane.
The best technique for doing a face is edge extrusion, the best I found for a body was either spline/cross section modelling or box modelling, but you MUST HAVE A TEMPLATE to work from, otherwise you'll overcompensate and it'll go horribly wrong!
Then you have to texture the damn thing..which is another kettle of fish entirely
