On topic, this sounds like it was a really dumb idea, though with good intentions (kinda.  not really).  It seems very similar to the vagrancy laws that were (and still are in many places) enacted in the United States.  For a surprising example, go watch the first Rambo movie. It's essentially the same concept.

It kinda makes sense, punishing homelessness with a stay in prison... At least they have access to basic commodities there (food, water, hygienics, bed). Obviously prison is not the greatest place to live, but when compared to the streets...

On the other hand, giving someone a $600 fine while he can't even pay for a roof over his head is just stupid.

It doesn't sound like a policy that will be enforced, so it seems more like political showmanship than anything else. Of course, I'm not Hungarian, so I may be entirely wrong.

In Poland, we had a homeless man who did some minor transgressions every winter just to earn himself a stay in prison for about 6 months, just enough for the winter to pass. I guess Hungarians figured out if they just throw the homeless in prisons, they won't have to destroy things to go there.
