Allow any resolution for mainhalls (From Yarn)

Also includes support for more than two mainhall resolutions, zooming
so one mainhall can adapt to multiple resolutions, setting new mainhall
fonts, help overlays for all resolutions and adjustable tooltip padding.
Also allows preload screens to be any resolution & aspect ratio.

Something in this build is messing up targeting.  Problem does not exist with nightly 10843

I was playing frontlines and the target box does not show up around  the targeted ship.  In the screen shot attached I have targeted the ship directly in front of me.  It only appears to affect frontlines.  I tried it on the FS1 and FS2 main campaigns without any problems.

I'm getting this too, it seems to happen with camera changes. In missions where there's no cutscenes or the like, its fine.

I encountered this once while working on Mantis 3061 (well before r10843), but could not get it to reproduce. That mission definitely did not have cutscenes.
