Has anyone created one? It would be intresting to see a story come from shivan command, to learn their true motives and tactics. to crush planets, to out match numbers amounts of races, to travel farther than terrans can

sure a shivan campaign would be fun, but not one that exposes them too much. You have to keep some mystery to it.

I once was beta testing a campaign, but I do not know if it was released...well...it was not that good anyway...

...if you wanna know about the shivans...well...one option would be Paradigm Shift...in faaaaaaaaaar future of course...
