Should Axem be blamed?
In one of the FS2 Command Briefing pages, one of Bosch's crimes was "Not blaming Axem."  It was funny. :)


Is this a meme or inside joke I missed somewhere that explains this?

Generally speaking, command briefing animations and cutscenes (the latter still underway) were remade in high quality by MjnMixael and he put a bunch of easter eggs and nods to community members in his works. Like, man, just look at this topic, I think more than a half of the text in the cutscene is community members writing funny stuff.
