Not quite - the Sindar are the Grey Elves. The correct term for non-High Elves is Moriquendi (Dark Elves), which refers to those elves who never saw the light of the Trees. The only know exception was Elwe/Thingol, who got lost on his second journey to Valinor, and became king of the Sindar though he himself was a High Elf. The other Moriquendi include the Nandor (Green Elves, from Eriador and Ossiriand) and the Silvan Elves (from Green Wood/Mirkwood). Also, "High Elves" refers to the Vanyar and the Teleri, as well as ther Noldor.

Ah, but :ha: - the name Eldar was originally given to all the elves by Orome. It comes from the ancient elvish word 'el', which loosely translates to 'behold', which is apparently the first word they spoke upon seeing the stars when they awoke by the waters of Cuivienen. 'Eldar' therefore means 'people of the stars'. Later, it was taken to included only the elves who followed Ingwe, Finwe and Elwe in to the west (whether they actually made it Valinor or not - thus the Sindar and Nandor are also Eldar). Those who didn't want to leave Cuivienen were called the Avari, or 'unwilling', and are no longer counted among the Eldar.
