Does anyone know of anything that can alter images to give them a "film noir" effect?

How do you mean, "film noir"? Black and white? Dark shadows and highlights? Clarify please! :)

I want to make the pictures kinda... well best way to say it would be a Max-Payne style graphic novel.

No, no that isn't the best way to say it. "Noir" kinda works, but it really doesn't explain why you can't take the ten seconds to do it manually.

Some very basic tinkering with levels and contrast will do it for you, or you can get Flaming Pear's "Melancholia", which sounds sort of like what you're describing.

If it's lacking something, there's some other fiddly bit you can always mess with as well. That's the nice thing about Photoshop- a practically infinite supply of little fiddly bits.

Another great thing about Photoshop: Spend 6 months teaching yourself and you still have years before you are on par with the pros.

Um... that really depends. Most of the "pros" I've seen suck donkey balls.

Film noir is a good idea, but since we're on HLP, how about something that fits it all a bit better...

Film orange?

How does this look? I dunno, I was just playing around in an old 2D editor I used to use, PhotoImpact. :)

I don't suppose you've seen any of my work then.  Remind me to send you a copy of my next masterpiece...

ON TOPIC: Melancholytron is great for getting the effect you are looking for.  But there are some other options; none come to mind, but rest assured, they're out there.
