the green bars are the times your CPU sends the data to the RAM.
Your RAM will accept and work with data at the blue times.
In the upper part the RAM is faster than the CPU, thus the times where it will work on data are closer. The CPU cannot send data faster though, it will have to WAIT for the RAM clock cycle. The red areas represent the wait time.
In the lower picture the RAM is slower, the same speed as the CPU. you'll see that there are NO red times. The CPU can get every packet directly to the RAM, since whenever it is sending, the RAM is recieving.
Now if you look at a certain spot in time, youll notice that in the lower part, although the RAM is slower, you will have MORE packets that made it into your RAM --> You have a better performance
