The problem is it can be seen in 2 ways, it could be him making a very poor attempt at alleviating the embarassment of not finding WMD's or it could almost be seen as him laughing because everyone bought the story in the first place

But no-one ever comments on the fact that Bush changed his tune when everyone started to go "Uh, no. Iraq's not supporting terrorists". All of a sudden he went from "Iraq is funding Al Qaeda" to "Iraq might have weapons of mass destruction that it might be willing to sell to terrorists who we've already supposedly killed".

Iraq becomes a target. WMD is the motive.
