Basically, it speeds up your FS2. Now why would we want that? Well, with all the graphical modifications (to make it look better, duh), our CPU performance becomes a cost. Now with HTL, we don't have to worry so much about CPU speed (although, your FPS still goes under quite a bit if you don't test and optimize your settings).
So...HTL speeds up your engine x4. But, it also makes us use LOTS of polys...which means, instead of the "limits to polys on-screen" like we had before, we now have "minimum of polys on-screen."
I'm not even sure my explanation is adequate (having next to no knowledge on these types of things). But uhh, I hope I helped by putting it in laymans' terms.
