There are actually no blue nebulae in the mission, just that blue sun and a slightly blue-bumped ambient lighting setting in FRED. The background was created with that program I linked to, basically a procedurally generated skybox.
here is a copy of the skybox used, or a version fairly close to it. That was actually my first "real" attempt at creating an original skybox using the program. The sun is just the blue sun from the mediavps. The premise is that the star (Laramis) is very young, and the solar nebula hasn't quite cleared to create a "finished" star system - just a few small, rocky planets. Thus, there's a lot of dust and debris floating around, perfect for mining. I mostly put this up to pimp the program I linked to, because it's VERY easy to create decent looking nebulae using it (more work = better result, obviously).
Working on a mini-campaign that takes place in 2341, Luyten New Alliance and Provisional GTA in Delta Serpentis fighting over the system for mining rights.
EDIT: An idea I had...same star system, supposed to be the RNI Shipyards orbiting Laramis II. Yay for skyboxes showing in full nebulae. The planet in the background is by rscaper1070. It's being used as a placeholder right now (although I DO really like it).
This is just with stock nebula poofs. It's 4:00 AM here, so I'll try to make a custom "foggier" one later.
