Which state needs a new constitution the most?

Is it New York, who has a government in permanent deadlock and hasn't passed a budget on time in 30 years? Or perhaps something else? Just wondering what your opinion on this is...

Alabama, our constitution is a monolithic antique.  We have to pass an amendment anytime a dog wants to take a crap in the backyard it seems like.

Example:
A couple of towns in the middle part of the state wanted to start programs to attract industries to build there, using their own funds.  We had to pass an ammendment that said they could do that.  We have had similar inane proposals and some that were just plain dumb because of the way the constitution was written.

I think Massachusetts should secede until Ted Kennedy dies and John Kerry is more humiliated than he already has been.  Why do you mindless cretins keep electing those 2 creeps?  Lack of choices?  You can't tell me they actually represent you're beliefs?

do some research on the Texas constitution... and a particular governor that abused it, and you'll see why it needs a doing-over.
