It may not be released by a big ass corporation, but that doesn't mean it can't do about anything Max can. I haven't used max, but I can tell you that Blender can import\export just about any model you could ever want and even exports in .COB format. Not to mention it has a UV unwrapper built into the damn thing. Now I'll admit that it doesn't hold on to texture data very well. (import a textured model and it loses its texture) But combine that with TS, and you can do just about anything max can do I'll bet. For Free to.
However, I will admit that TS acts as mainly an intermediary for applying tyling and the such.
