I can't see how it can apply to anywhere outside the US unless each ISP's specific host country chooses to adopt the same law. I don't see that happening. Besides, as was stated in the article, the first Amendment covers the right of anonymity. In other words, it believes in the ability of people to choose the difference between fact and complete Bull. My opinions on that, however, are a whole other threads' worth of discussion
