You know this CAN be done with (as has already been stated) persistent variables, and a modified medal case. The only issue is that the player can't be awarded more than one per mission.

Light Combat - Fly a fighter for a bomber role 10 times.
Weapon Conservation - Equip your wing without missles 10 times.
