Can't make my mind over it   There's so many thoughts coming up to my mind about this, but if this is a Russian action, it's a good propaganda move. If it's CIA, not so good unless it's aimed towards unification of US against Russia, but I'll have my doubts about that too.

Timing is quite a coincidence for that, don't you say? Especially when US congressmen published "a secret memo" and are worried about the Baltic states possibly being overtaken by Russia. Or Russia being worried Sweden and Finland discussing about NATO.
