I've never heard of an external power supply with its own fans before this one. And I've worked with some truly massive bricks in my day. My laptop's power supply doesn't have a fan, nor did the one that was running a small form factor microtower at work. I understand that the 360 is a high-power device (an issue in and of itself) but the primary reason that the PSU is independently cooled in most towers is because it is a huge contributer to heat in a system by itself and everything that can be done to keep it from hurting the components near it has to be done. When it's external, that concern more or less goes away, and there's still no reason for a simple transformer (and that's essentially all that PSU actually is) to ever overheat under normal working conditions.
