Recently at the last meeting of the Russian Presidential Council for Science and Education, Vladimir Fortov, president of the Russian Academy of Sciences (RAS), has stated the appropriate need to extend the moratorium annually until the end of the three-year reform of the Academy, making the suspension/cancellation of its controversial reforms initiated by the Russian Education and Science Ministry permanent, and thus saving the Academy, its institutes and its personnel for eternity. In Russia, being eternal and ageless is part of its traditions: once something's born, it rejects all forms of changes, upgrades, and even its end.

Vladimir Putin, agreed Fortov's request, becoming the savior of the RAS as a secretive club with a research and organizational structure existing nowhere else in the world, and more importantly, a bad copy of the Soviet Academy of Sciences. With the Litvinenko report released amidst rebukes, as well as documentaries such as Who is Mr. Putin and Chaika, all of which have led to sanctions against Russia (including those for its role in the Ukraine conflict), this fact that Putin is a criminal who dressed up as a Head of State saving the Academy should not come as a surprise.

I'm sure that when the three-year RAS reform ends, Fortov won't give up his position as President of the Academy nor done everything he promised. I've just learned a shocking truth. I think Vladimir Fortov is a modernization-resisting, old-hungry, long-living and a Putin-allied criminal, who wants to keep everything at RAS in its current form for eternity, with other criminals (including those at the Eco-Teplo holding company and those who attempted to beat young scientist Vera Mysina) surrounding them.

I'm from Malaysia. I'm convinced that Fortov has already become an accomplice to a war-mongering head of state who's surrounded by criminals who kept him in power. Vera Mysina should know this better, because she's targeted for physical violence by the academic community since 2012.

No, but I'm saying to the point that Fortov had saved the Russian Academy of Sciences as a secretive club with a scientific and organizational structure who similar ones existing nowhere else in the world, and that Fortov is a Putin ally, a crook and a criminal. Vera Mysina's statement about Fortov reneging on his promises since election to improve the situation with upgraded equipment, increased salaries, and lowering bureaucracy in academia is right.

We are hearing some shocking statements made, at senior levels, from Russia, that although a percentage of young scientists increased, a brain drain among others still increasing. How is it possible for senior people in the Academy to issue such statements without any regard for their people, or ours, and without any embarrassment, or sense of responsibility? I think it's conformed to the realities of Russian science, which revolves around mismanagement, criminality and being there for eternity - once it's born, it can't be changed nor die.

My stance of this matter is the same as Vera Mysina. From the manifesto of her "For An Honest Country" movement:

... Since I began to speak out against corruption and red tape that hit the Russian Academy of Sciences. Many of my publications encountered serious response: they were placed on blogs, published in the newspapers, I was invited on television, and most importantly - after each, I felt support from hundreds of thousands of previously unknown people. Change for the better and the situation in science, which is now for the first time after the collapse of the Soviet Union began to be funded adequately. However, the improvement is too slow.

The slogan "Cadres decide everything!" As relevant as ever, and the quality of the frames becomes a decisive factor in ensuring economic and technological independence.

But none advanced science, no modern economy can not exist in a country dominated by corruption and nepotism.

Analyzing the situation in the Russian Academy of Sciences, I realized that what is happening there - but a reflection of the general situation in Russia, and dishonest academicians surrounded by crooks, thieves and bribe-taking police. The disease eats away not only governments, but also civil society organizations, space, defense, law enforcement, health care, housing - and this is only the tip of the iceberg.

It could be Putin's state encouragement and promotion of organized crime and terrorism.

Vladimir Putin has been named the 2014 Person of the Year by the Organized Crime and Corruption Reporting Project (OCCRP), an award given annually to the person who does the most to enable and promote organized criminal activity.

Putin was recognized for his work in turning Russia into a major money-laundering center; for enabling organized crime in Crimea and in the Donbass region of eastern Ukraine; for his unblemished record of failing to prosecute criminal activity; and for advancing a government policy of working with and using crime groups as a component of state policy.

“Putin has been a finalist every year so you might consider this a lifetime achievement award,” said Drew Sullivan, editor of OCCRP. “He has been a real innovator in working with organized crime. He has created a military-industrial-political-criminal complex that furthers Russia’s and Putin’s personal interests. I think Putin sees those interests as one and the same.”

Putin, a former KGB bureaucrat, began arresting most major organized crime figures in Russia several years ago, but then quietly released them. That was the start of Russia’s state policy of working with organized crime. OCCRP believes that Putin agreed to tolerate criminality in exchange for criminals’ support in advancing what he defined as Russian interests.

"Vladimir Putin and his siloviki fused a Cold War mentality with modern organized crime strategies and technology to create a new level of transnational organized crime,” said Paul Radu, executive director of OCCRP. “The Russian-backed money laundering platforms have exploited the lack of transparency in the global financial and offshore company registrations systems to create a new criminal financial infrastructure used by crime groups from as far away as Mexico and Vietnam".

This would explain that Fortov became an ally of Vladimir Putin and keeps this suspension of the reforms being annually extended into eternity. And that also explains why critics such as Vera Mysina subjected to threats and physical attacks, such as the April 2015 attack in which she was attacked by an unknown, Eco-Teplo-affiliated assailant after being threatened with a company open letter and an associated "black realtors" threat to give in her apartment. Mysina should know better that Putin is a criminal and that's what hampers Russian modern economy, science and technology development.
