Actually they have heavy fines or forced labour for 24 hours but the thing that discourages "criminals" is the chance of being caught, not the severity of the sentence.

Exactly; like I said, the US scientific progression thrives because of this mass immigration. The great minds come here because of the reputations of the nation's universities, and the reputations are further established because of these people, and the cycle keeps going once started. Once they are in the US and plan to stick around, they are Americans as far as our purposes here go. (also I think "weems" was supposed to be "seems," right? )
