It might seem cold - but if any person is deemed to be a danger to another by design / personality / etc. then they should be removed from society. Be it armed robbers to murders. I'm fairly sure the crime rate would drop.

'Removal from Society' can be done in a lot of ways other than frying people, I do not condone Stoning, there for I do not condone lethal injection or electrocution or any other method of murdering (pre-meditated) some-one.
Killing her won't bring those children back, but possibly getting this woman back to a state where she realises what she has done to her own children is a far truer justice? Even then, let her serve life for it, same as any murderer.

As for Robbers, well, my idea for this is simple. You pay the cost of any stolen goods found on your property back to the people it was stolen from, if identifiable, or to a fund to help victims if not. If you are caught 3 times, even petty theft, then you get 15, preferably hard labor. Harsh, I know, but while I know people are hard up in this country, I cannot find it right to steal from other people who are equally hard up, but have worked that little bit harder, or seen a tiny bit more luck.

BTW: Yes it won't bring back the children, but this definately means she won't be having more children to drown or getting access to anyone else's! I am pro death penalty for one crime only: 1st degree MURDER (and the person is actually guilty!)... If you are so wacked out that you can't be responsible for your actions then you should have been put down a LONG time ago before this could even happen, sorry if that offends anyone.
