Definately not something to trifle with.  These sorts of things need to be dealt with rapidly.

I've seen the photos and read the survivors reports from the Halifax explosion.  Two ships, filled with explosives, collided and their cargos exploded.  It flattened half of what was then Halifax.  The devastation was second only to the dropping of the atomic bombs on Japan during WWII.

I find the subject of WWII fascinating and this goes to show that despite it having occured 60 years ago, its legacy still remains in one fashion or another.

Of course what I don't get is the slow response by Britain. "OMFG we could all die from a wreck full of explosives...Quick action is needed! I can almost see some fisherman setting off the explosives by accident while Parliament decided to reveal the existence of the wreck. Anyone want to bet that they knew about it 20 years prior to the investigation/discussion in 2001?

It's inspecific, but that can be surmised from the fact that it was an American freighter.  For the purpose of its cargo at the time of its sinking, the distinction is basically irrelivant.  Of course, since it hasn't really been US property in the last 60 years, and since I doubt many Britons would have wanted the US to not get involved 60 years ago, Night Hammer's statement makes little to no sense.
