BUT...Bosch got lost in time and landed on Earth in late 20th century where he hid out as an obstuctive beuraucrat Senator working with a black ops department of the NID to gain control of the Stargate program.

When possed by a Goa'uld he entered a malfunctioning stargate and ended up on an alternate 24th century where he caused the infection of Starfleet by parasites. When freed, he took his (greatly deserved) resentment of aliens out on the Enterprise crew.

That's it.  Finally an explanation for the whole Shivan invasion.  The Saths were transports sent to bring back Bosch beer.  They took what they though was the next best thing: Bosch himself.  Unless the time rift theory holds true they will be back as soon as they find out he doesn't have the formula or hasn't gone back in time and discovered it yet.

By transporting Bosch back in time, the Shivans had a menacing plan:

Admiral Bosch accidentally kills William Shatner with his 5,000 pound laptop therefore ruining the Star Trek franchise in the 20th century. However, this also meant that in that dimension where he was thrown to, FreeSpace was never created by Volition (and George Lucas also reversed his decision to think of Star Wars).

Bosch, ashamed of the horrible devastation that he caused, eventually went crazy and sent the Iceni in a collision course to Earth at 2012, creating a massive earthquake which wipes the planet of humanity.
