Well in my experience of FRED and watching others learn, there's a small initial learning curve, but what you really need to have to be a good FREDer is Good Ideas. However as FREDers continue to FRED, they seem to pick up a few along the way. The execution, is what experience helps with, however it's not always the case.

Learning how to FRED a simple mission is quite easy if you're patient. However, FRED can easily qualify as a PopCap-esque game - easy to learn, difficult to master.
